Citizen Potawatomi Community Development Corporation

Citizen Potawatomi Community Development Corporation's (CPCDC) mission is to promote, educate, and inspire the entrepreneurial growth and financial well-being of the Citizen Potawatomi Nation Tribal Community through financial education, access to capital, business development services, and innovative capacity building practices.

Program

The CPCDC is one of the most active Native CDFIs in the United States offering four lending programs: Micro Business Loan Program (loans up to $25,000), Commercial Lending Program (loans up to $300,000), CPN Employee Loan Program (loans from $500 - $1,500) The purpose of this consumer loan program is to provide an alternative to short term, high-cost financing (such as Pay Day lenders), and the Credit Builder Loan Program (Loans from $200 - $1,500) is intended to provide a active credit line to those who need to establish or reestablish credit.

The Citizen Potawatomi Asset Builders Individual Development Account (IDA) Program has an adult and youth component. IDAs represent a powerful tool for Native Americans and are used by community organizations throughout the United States to stimulate participants' savings rates, build their assets, and connect these individuals to the economic mainstream. The CPCDC also offers Business Development Program, providing an array of workshops and one-on-one technical training. Technical assistance and training supports the CDFI's primary lending activities by strengthening the skills and knowledge of existing and potential borrowers and supporting IDA savers that have identified entrepreneurship as a goal. The CPCDC knows consistent support safeguards the viability of projects, contributes significantly to the success of the business and keeps loan losses low. Development services play a special role in helping low and moderate-income Native American borrowers improve their financial and business management skills and understand credit instruments. Through the Financial Education and Credit Counseling Programs, CPCDC offers both workshops and one-on-one budgeting and credit counseling.

Client Population

The Citizen Potawatomi Nation is the largest of the eight federally recognized Potawatomi tribes, and the ninth largest tribe in the United States. The CPN has 26,000 tribal members living across the United States with approximately 40% of tribal members (10,400) in Oklahoma, where its primary office is located. Oklahoma’s population includes more than 250,000 Native Americans (almost 8% of the total population) representing 39 tribes. Oklahoma has the largest Native American Population in the United States.

The Native American Lending Study (U.S. Department of Treasury, 2001) identified one significant factor with respect to the absence of economic opportunity in Indian Country: "a lack of access to capital and financial services in Native American communities." The Study identifies the main barriers to access as: (1) Lack of knowledge or experience with the financial world on the part of Native Americans; (2) Failure of lenders and investors to understand Tribal Governments; (3) Historical absence of trust between tribes and banks.

Impact

The Citizen Potawatomi CDC measures its success primarily through job creation and increased investment and income in Indian Country. In addition, CPCDC measures impact through increased earnings, number of business loans to low and moderate income clients, decreased unemployment, and increased financial literacy. In 2008, CPCDC made 27 commercial loans totaling $1,812,896, 271 consumer loans totaling $236,330, and created and/or retained 127 jobs.

The Maverick Hotel has undergone an extensive renovation under the watchful eyes of Bob and Cherie Trousdale. New owners Bob and Cherie Trousdale faced challenges with the renovation- the greatest challenge was financial. CPCDC staff provided much needed help and advice to the Trousdales. Full Story
